In the game, players roll two six-sided dice to move around the game board, buying and trading property and developing with houses and hotels. Players collect rent from their opponents with the goal of bankrupting them. Money can also be gained or lost through opportunity and public benefit cards and tax cubes; players may end up in jail, from which they cannot leave until one of several conditions is met.

Players take turns in order, with the initial player determined by chance prior to the game. A typical turn begins with a roll of the dice and advancing the corresponding number of squares clockwise on the board. If a player rolls a double, they roll again after completing that part of their turn. A player who rolls three doubles in a row in one turn has been "found to be speeding" and is immediately sent to jail, rather than moving the number shown on the dice on the third roll.

Attributes can only be developed if the player has all the attributes in that color group. They must then be developed equally. Before a second house can be built, a house must be built on each property of that color. Each property in a group must be within one house level of all other properties in that group.
